Function

The "Städtische Bibliotheken Dresden" (Dresden Public Libraries) focuses on the following functions in providing the citizens of Dresden with any kind of information:

Principles

The employees of the Dresden Public Libraries have developed an achievement-oriented enterprise philosophy, which follows the model of the city of Dresden. Its principles can be summarised as the following:

Support of education
Support of education is the most important task of the Dresden Public Libraries. It's a result of the demand and social relevance. The priority in education support is reflected in t he structure of supply and in the resource management.

Orientation towards the citizens
The media and services on offer are being developed in accordance with constant analyses of the people's needs. The high-quality supply of our visitors with various media and services are combined with the kind service and helpful advice that you can expect in every library of our network.

Gender mainstreaming
Following the aim of the city of Dresden to mainstream gender issues the Dresden Public Libraries meet demands of their female users (63 %) while also increasingly trying to attract more male users of all ages for the library services.

Modernity
The aim of developing Dresden into a modern location for economy and for high technology industries requires a network of interfaces, where recent media offers are made available and where new forms of information are tested. The "Städtische Bibliotheken" provides such interfaces and they react to the demands of the information age by offering media accordingly.

Efficiency
The Dresden Public Libraries are an institution which works according to a modern way of administration and we aim at using our budget to the best possible benefit of the citizens of Dresden by setting up a suitable controlling concept and efficient cost accounting.

Benchmarking
Since libraries are not in a real competitive situation, they can show their success only in evaluating performance figures. The Dresden Public Libraries take part in the German library ranking BIX, in which we won the first place in the category of public libraries in cities with more than 100.000 inhabitants. Furthermore we analyse the performance figures of all German public libraries in big cities and of libraries, which are members of INTAMEL.

Culture
Dresden's particular character as a city of culture and art is mirrored in our library network. The Dresden Public Libraries consider the design and interior of their premises as one of their top priorities. Furthermore, the libraries contribute to the city's culture by acting as locations of literature which offer an attractive and varied program of events.

Decentralised network
As a "city within the landscape", with an area that is remarkably large when related to the number of inhabitants, and with a number of historic centres, Dresden requires an extensive library network, which reflects the general public's interest. This network is augmented by the stops of the longest-running German mobile library and by the issuing counters of the "Soziale Bibliotheksarbeit" (Social library work). Every library in the network offers the complete range of services. This is made possible by the combination of administration, organisation and computer technology. The decentralised character strengthens the cultures of the city's districts and it contributes to the avoidance of traffic. In order to keep up with these ambitions, it is one of our recurrent tasks to adjust the libraries' locations and the stops of the mobile library to the recent developments in the city.

Co-operation
All the libraries' successes are build on partnership. Respect, understanding other interests, courtesy and the ability to compromise lead to favourable results in negotiations with economic partners. Furthermore, the principles of co-operation result in confident exchanges between colleagues and in the efficient work of committees.

Partnership with schools and kindergardens
The Dresden Public Libraries support all schools and kindergardens in Dresden in literacy and studying by offering events, projects, media-boxes and informations for teachers and parents.

Business form and organisation

The "Städtische Bibliotheken Dresden" (Dresden Public Libraries) are integrated into the structure of Dresden's administration comparable to a municipal office. The libraries belong to the portfolio "Culture" along with the "Amt für Kultur und Denkmalschutz" (Office for culture and protection of historic monuments) and the "Stadtarchiv" (Municipal archive). Since 1996, we have worked according to the "Neue Steuerungsmodell" (new governance policy), which was started as Dresden's first pilot scheme and which constitutes a concept for the modernisation of public administration.

Every three years, the Dresden Public Libraries presents to the city council a library development plan [ (Download: pdf, 670 KB, text in German) ], which gives a summary of the development goals and the financial requirements. This plan is put into concrete terms every year.

The budget, the difference between planned expenditure and revenue, has a subsidised character. It can be used in all kinds of costs, as it is a comprehensive form of budget. The fullfilling of the performance and financial goals is secured by an efficient means of control. The Library's analyses, which are carried out every six months, and its annual reports serve as the main sources of information for the administration of Dresden.
